INSTAR

The Horizon Europe Cooperation and Support Action INSTAR (2024-2026) has as a general objective to promote the European Union's (EU) thought leadership position in global standards, setting itself as a forerunner and promoting EU core values. INSTAR helps achieve this in 30 months by 1) promoting EU’s thought leadership for a common ICT standardisation vision with strategic international partners on key advanced technologies, 2) shaping the definition & uptake of standards in target countries, 3) delivering studies & analyses on ICT standards, 4) monitoring international standards in trade & cooperation agreements.

Project description

INSTAR convenes leading European stakeholders involved and impacted by the development of standards in key advanced technologies, (eg. AI, 5G and 6G, internet protocols, IoT and security aspects, cybersecurity, data, eID, quantum or DLTs) to agree a common European vision and agenda that can then be pursued and agreed with selected international partners, namely Japan, South Korea, Taiwan, Singapore, Australia, Canada, and the USA.

The approach is to engage stakeholders guided by key and experienced ICT standardisation players from within the consortium to manage a set of technology domain workstreams to build high-level standardisation frameworks (FRAMEWORK).

Research contribution

INSTAR results map onto a Standards Dashboard which will serve as a robust mechanism that expresses the common vision in international fora/SDOs (OPERATIONAL MECHANISM); activates high-level task forces to provide inputs; organises webinars and workshops (COMMUNITY); delivers monthly and bi-annual reports on agreements on common standards and roadmaps, (COMMON VISION); monitors the implementation of international standards in trade and cooperation agreements (TRADE & CO-OP AGREEMENTS).
